City introduction
Saanich is a district municipality on southern Vancouver Island that blends rural and urban landscapes. With more than 114,000 residents, it has the largest population of any municipality on Vancouver Island and is the largest municipality in Greater Victoria. It borders six other municipalities, including British Columbia's capital, Victoria, and its motto is *Populo Serviendo* — "serving the people."
Incorporated on March 1, 1906, Saanich covers about 10,334 hectares where the Trans-Canada Highway from the west and the Patricia Bay Highway from the north converge. Roughly half of the district is urban and half is rural and agricultural, and the municipality delivers more than 100 services to residents, from police and fire protection to parks, recreation and the Saanich Commonwealth Place leisure centre.

Housing property-tax historical trend
The trend uses one measure only: the net municipal property tax increase measured for existing/average homeowners. Each row is the figure for that year on that one measure. A year with no verified figure on that measure is shown as No data.

Separate note — tax rates, not the trend
This note is separate from the trend above and is not part of it. A residential tax rate per $1,000 of assessed value can move even when the levy increase is small, because the assessment base changes. Rate figures are therefore not used as the trend and are not mixed into the increase chart.
Municipal portion (District of Saanich only), residential class:
| Year | Municipal residential rate per $1,000 | Notes | Source |
|---|---|---|---|
| 2026 | 3.2746 | = General municipal 2.36411 + Police 0.91049. The total residential rate on a Saanich tax notice is higher and varies by school district (parts of Saanich lie in SD 61, 62 and 63); only the municipal portion is shown here | District of Saanich, 2026 Tax Rate Chart, https://www.saanich.ca/assets/Community/Documents/Property~Tax/Tax Rate Chart 2026.pdf |
Method
This trend uses one metric only, every year: the net municipal property tax increase measured for existing/average homeowners.
Where a city publishes an increase as components, the components are recorded in the scope notes; a total is used only where the city itself publishes it.
Canada inflation is Statistics Canada, Table 18-10-0005-01, CPI annual average. Canadian dollar Real CEER is Bank of Canada, Valet series CEER_BROADM, total index (1999=100); each value is the annual average of the 12 monthly total Real CEER values (a computed annual average, not a figure the Bank publishes directly as an annual value).
How to read this page
Bars are the Saanich net municipal property tax increase. Lines are Canada inflation and Canadian dollar Real CEER.
The left axis is a percentage axis shared by the bars and the inflation line. The right axis is a separate index axis for Canadian dollar Real CEER only. CEER is an index and is not a percentage.
A year shown as “No data” has no bar for property tax and no line point for that series, and a missing year breaks a line.
Tax rates per $1,000 are separate from the trend and are not charted.
