City introduction

Delta is a city in Metro Vancouver at the mouth of the Fraser River, made up of three geographically distinct communities — Ladner, North Delta and Tsawwassen — that evolved from farming and fishing villages. The municipality was incorporated in 1879. Almost half of Delta's land remains agricultural, and Burns Bog, a large raised bog, covers roughly one-fifth of the city's land mass.

Ladner is the civic and historic heart of Delta: a heritage fishing village on the Fraser River that is home to City Hall and Delta Hospital and serves as a hub of the local agriculture industry, including nearby Westham Island. Tsawwassen is a beachside community on Boundary Bay, next to the Canada–United States border and the BC Ferries terminal. North Delta, at the city's northern end, is a busy residential and commercial community of businesses, shops and restaurants.

Data behind the chart

The data table below carries one row per year, in year order, with the tax increase, the inflation value and the CEER value for that year, or “No data” where a series has no verified figure.

Housing property-tax historical trend

The trend uses one measure only: the municipal operating services property tax increase. Each row is the figure for that year on that one measure. A year with no verified figure on that measure is shown as No data.

For 2016–2022, the City's 2025 budget display boards include a historical-increases chart, but its bar values could not be reliably matched to individual years, so those years are No data rather than risk a wrong year-to-value mapping.

Separate note — tax rates, not the trend

This note is separate from the trend above and is not part of it. A residential tax rate per $1,000 of assessed value can move even when the levy increase is small, because the assessment base changes. Rate figures are therefore not used as the trend and are not mixed into the increase chart.

No data. The City of Delta's property taxes page links a 2026 Tax Rates Schedule (Annual Rates and Tax Collection Bylaw) PDF, but the PDF's text could not be extracted during this research pass, so no rate is recorded. Third-party rate tables (e.g. WOWA) were not used. Searched: City of Delta property taxes page (https://www.delta.ca/services/property-taxes-utilities/property-taxes).

Method

This trend uses one metric only, every year: the municipal operating services property tax increase.

Where a city publishes an increase as components, the components are recorded in the scope notes; a total is used only where the city itself publishes it.

Canada inflation is Statistics Canada, Table 18-10-0005-01, CPI annual average. Canadian dollar Real CEER is Bank of Canada, Valet series CEER_BROADM, total index (1999=100); each value is the annual average of the 12 monthly total Real CEER values (a computed annual average, not a figure the Bank publishes directly as an annual value).

How to read this page

Bars are the Delta municipal operating services property tax increase. Lines are Canada inflation and Canadian dollar Real CEER.

The left axis is a percentage axis shared by the bars and the inflation line. The right axis is a separate index axis for Canadian dollar Real CEER only. CEER is an index and is not a percentage.

A year shown as “No data” has no bar for property tax and no line point for that series, and a missing year breaks a line.

Tax rates per $1,000 are separate from the trend and are not charted.
